I won't point out the obvious part where the president doesn't make laws, congress does.

Saying that.  If I could make any law whatsoever, I would make it legal for people to smoke weed in the confines of their homes.  I would decriminalize marijuana for local use, tax it, charge it, regulate it, and make it not illegal to be in possession.  There'd be things like THC driving laws that don't let people drive high but I think a tremendous amount of wasted effort from police and the courts and prisons goes towards marijuana.

Instead of that, I would make tougher laws on armed robbery and gun violations.
