I would say both because each of them has their own strengths and weaknesses. It also depends on what you want, a powerful water pokemom or a fierce fire pokemon.

Kyogre has the power to summon heavy rain that remains even after the Pokémon has left the area. It also can control the seas, widening the oceans with massive tidal waves.

For me, Kyogre would win becuase it has a big advantage over the type, and it's also a big, huge fish. I like fish.

Hrm....although I personally prefer Groudon over Kyogre, Kyogre would most-likely win in a real battle should the two be pitted against each other. Water does have a good advantage over Ground.

Although Kyogre does have a lower base Attack and Defense then Groudon, so if Groudon learned a good Grass-Type (aka Solarbeam), then there's a chance Groudon would win. And I wouldn't try my luck with the One-Hit KO moves; there's such a small chance they'll actually hit the opponent, and if you happen to have one hold a Focus Band (or whatever it's called), then they might not even get knocked out in the one hit. Sure, they'll only have 1 HP left, but it might give them enough time to cause enough damage to knock out the other.

So...it's a tough choice trying to decide which would beat which, really. But I still say Kyogre would have a better chance at winning.

I would say Groudon. It looks cooler and can learn Solarbeam, and I think it's Drought ability would go second, letting it use Solarbeam in 1 turn and make Kyogre's Water moves weaker.

If it were just the two, Kyogre has the obvious advantage of being a water type, and having a speed advantage over Groudon, even if it does have Solar Beam, but Groudon is the stronger of the two, and if itemed properly, it could take it down with a SolarBeam using ti's drought ability.

I think it's fairly obvious that Kyogre has a serious advantage over Groudon. There are quite a few variables that need to be taken into account but I still think that Kyogre would be triumphant.

If Kyogre uses a water type attack against Groudon, it would be 6X effective! 1.5 times due to Water type move and Pokemon matchup, and 2x twice for matchups against Groudon. I wouldn't root for either one, but Kyogre definitely has the upper hand in a battle.

Taking weaknesses into account, of course Kyogre would win because of its water type advantage of Groudon's Fire/Ground type. But if there weren't weaknesses, I would actually root for Groudon because I had Ruby first, and so I caught it first. :3
