I usually read a book or manga or/and listen to music from my MP3 if I can't sleep. I have sometimes even fallen asleep in the middle of my little music session, and in the morning woken up with the headphones in my ears...

I SUSPECT (as I never been diagnosed, and without further research can't prove) that I have insomnia, and as a result have immense difficulty falling asleep, and when I do it is often fragmented. 

I don't have a specific strategy for allowing sleep to take over, but I find that unless I read for at least an hour right before sleeping, or I don't play a single game for at least two, it is much harder. As well, if music is not playing during that 1-2 time frame before, it needs to have been playing for at least 2-3 hours prior to either the pre-sleep reading or pre-sleep playing.

I always leave either my satellite radio or my tv going when I go to bed because I prefer some background noise, so if I can't get to sleep I'll usually watch tv or sit up and listen to the radio for a while to get to sleep.  If that doesn't work I usually find some way to burn energy.

I would either keep playing games, get food and/or a drink, or do something that gets me exhausted like working out or running around the room.  I know, silly, but sometimes work.  One time I just singed for a while and then I started to get tired.  I do not know how that got me worked up, but whatever, anything can happen.

It was especially bad on those occasions in which company was over as well. I would often look at them and ask myself 'How come they can fall asleep so easily, and here I am trying everything to fall asleep and its not working'.
