Yes, they exist and yes you can upload them. 
They have to be under 100kb and no bigger than 200x200 px.
They should also be family friendly. Nothing vulgar or obscene. 

It should be in you control panel not to far from the top. 
Since you are a newbie still for some reason though, you might not have the option just yet.

Following up with what vanelan said, you have to be a "member" rank or higher to have a profile picture. In order to become a member you have to have at least ten posts and be a registered user on the site for a week. After you make your tenth post the option to uplaod a profile picture should be enabled within twenty four hours of making the tenth post.
