Depends on the pokemon. Some of them took ages to obtain or I really put a lot of time in them but suddenly you don't like them anymore and you have to release them.

Few times I have regret it, especially when I had all the forms of Eevee on Heart Gold, but when I have finished the game I usually get bored of it so that's why I like to delete my saves and start over again. So in the end I don't really regret deleting my saves.

juuldude : Yeah,  when I got my Eevee from Bill I captured one Ditto and then send them to the Day Care where they made more Eevee's for me, they breeded very fast, it took me like 2 hours? and I had like 6 Eevee's Then I just went to Pokeahtlon where you can purchase evolution stones. Pretty simple in the end. I only missed Glaceon and Leafeon because there is no way to get them in Heart Gold.

I used to just get bored of having high level Pokémon then just went 'meh, it was fun guys' and delete my save file and start again. I don't usually regret it unless I had like a shiny legendary on there. I should've just gave that to a friend or something.

Well now that I am starting to get in to competitive pokemon so I am starting to not delete my save at all now.

 Anyways when I did delete my save in the older games I did not really regret it because I was so young and always loved going back to my basic turtwig instead of my huge torterra.

I regret having to delete save data to start a new game. I had a shiny Espeon in Pokemon Soul Silver, and I deleted it because I was going to trade it in to Game Stop, which was a stupid decision, as I could have sold it for more money on ebay, but that is beside the point.

Sometimes, I always think of all of the progress I made before and how far I have already come and I struggle to beat it, but if it is a really good game, then I will most likely start over to re live the fun. Hack wise though, it depends since there are already a bunch of great hacks already out there on vizzed, so I usually just move on to something else. Good question. Nonetheless, I still have a lot of fun playing through it.
