I'm agreeing with the majority and saying Alakazam. You'd have to have a strong brain to be able to use it effectively as a weapon.

I think Alakazam or Mewtwo would be the smartest pokemon's in my opinion. They both have neat charaistics that make them smart and easily power a computer into their brain. They both have a great amount of intelligence and that makes them pretty powerful and smart pokemon as well.

Hm I have 3 candidates for this which would be:

Uxie:It's the knowledge Pokemon so I would expect it is quite smart.

Arceus:It is the pokemon which pretty much created all Pokemon so it might be the smartest pokemon.

Alakazam:It boasts a iq of around 5000 which means it is probably quite easily a candidate for the smartest pokemon.

Honorable Mentions:

Mewtwo:It is obviously quite a smart pokemon just by the fact that it can talk and is smarter then alot of humans just judging by watching the first movie.

Slowking:It is a really smart pokemon and it can also talk well atleast the one in the 2nd movie however several pokedex entries say it's iq is around that of an award winning scientist which while makes it really smart it is nowhere near an alakazam for example.

Also fun fact slowking is smart because a shellder bites it tail as a slowpoke and injects it with a toxic that enters it's head making it smart.
Just thought that was kinda cool.

Uxie and Alakazam are the obvious choices as one creates knowledge and the other has an incredible IQ according to the Pokedex. I would choose Metagross since he would think faster than both even if he wasn't necessary that much smarter.

I question Pokedex logic, why in fire red it states that people use Geodudes as a snowball, and another dex states that gastly can kill an Indian elephant in like 2 seconds, but I would say for the most part go with the man made pokes, Mewtwo, Porygon family, than most other legendries and Lapras
