Foxes rely on stealth and sneakiness to survive.  They're too small to dominate animals in nature and they have plenty of natural enemies.  I'm thinking they don't make any particular noises outside of yips and squawks.  They have to sneak up on animals to eat and they have to avoid predators.  Animals that require those two activities generally don't make a ton of noise.
