To answer you're question. I think ratata is the most boring and generic pokemon ever. I like zigzagoon but ratata is just boring and also a not so good pokemon.

The most generic and boring Pokemon ever is definitely spearow. Some of the Pokemon like rattata and magnemite are at least altered somewhat before Game Freak decided to put them in game. Spearow is literally just a sparrow, or rather, a sparrow hawk. There was not much else done to the Pokemon before they put it in game. I love using spearow and fearow, but spearow is definitely ridiculously generic. 

I think Ditto is the most generic Pokemon. I mean, seriously. The thing is just a purple blob with a poker face. A Preschooler could've made that.

That, or Grubbish. It's literally a garbage bag. Like seriously.

Ditto is definitely generic but I have to go with Pidove. Pidove is just a normal bland bird you see every where in real life. They didn't do anything creative with this design at all. Might as well called it " Pigeon. "

Trubbish because he's literally a trash bag full of trash how is that a Pokémon so stupid then his evolution makes him even more stupid in my opinion because whats more stupid then a trash bag full of trash as a Pokémon his evolution a overflowed bag of trash that makes a body out of how overflowed with trash  it is it should not be a Pokémon and is boring ugly and generic what was gamefreak thinking they might've been out of ideas but really a bag of trash they could've tried a little harder but no trash is the best pokemon ever it angers me that they even made that a pokemon

Seel is... just a Seal. With a horn. Kling and Kling Klang are really badly designed, too.

Muk.

Grimer is a pile of sludge. And Muk is just a bigger pile of sludge.
While i like Muk, i think it could have been better. But oh well...

Bland...For me I would say, not Rattata, not Bidoof, not Luvdisk. But Slowpoke. It is a slow flippin pokemon that when I was younger(3) was the slowest person. Now it's a super slow dumb pokemon.

Ooooo, most boring and weak Pokémon? Let's see...

Luvdisc. It's a heart shaped fish, with weak stats. Did they just add this Pokémon so they could put a heart in the game? Come on guys, at least you could've made it have some kind of secret, powerful- well, POWER!- instead of just making it into a boring, weak, and generic Pokémon that only cares about love. At least it could've had an evolved form, but no.

Ditto. It's just a blob of purple goo that is probably a Mew that got ran over by a steam roller. The only way to make it even a pinch interesting is if you make a theory about it being a failed clone of either Mewtwo or Mew. But no matter what, it's idiotic. Though, not really weak. It can transform into any Pokémon, making it's weak stats not really exist. So at least it's not weak, but it's still generic and boring.

Grimer and Muk. It's just a purple blob of goo. Unlike Ditto, it's weak. Anything else to say about this mistake?

Voltorb and Electrode. Two Pokeballs with eyes that explode. It's all just weak, short-tempered, generic, and weak. It's only strong move is explode, which makes it explode. Anything else to say? Just like Ditto, though, it has something interesting. You can say it is a Pokeball possessed by Haunter or Gengar. Possibly Ghastly. But it's still a raging Pokémon I don't like.

Garbodor and Trubbish. They are literally... TRASH! Seriously. Anything else to say about them?!

Rattata. Don't worry little guy, at least you get loved for being the first normal type. But still, it's a purple rat with buck teeth that isn't very useful. ... I have nothing else to say....

Klefki. And you already know why, it's just a key!

All the Pokémon whose evolution just add one or two more of that Pokémon, and you know why...

but there are living beach balls that explode. WHY DO THEY EXIST. I mean, at least Garbodor is a living trash bag which is pretty cool in a scary story, weird fantasy novel sense-

Oh yeah, that ice cream pokemon. Also, too many horrific images there.

Ditto just looks like a purple blob and Rattata is just...boring. I'm not really sure why but it just is. Also, Pidgey, Sparrow, and Pidove. Their just dumb generic birds, nothin' special about them .
