For all I know, Riolu and Shinx might be able to be caught in the wild, so I'm making a hard decision.

I would say choose the one you think you like best, whether it is stats, moves or the type or evolution or whatever. Just choose what you like best and go with that. But  I will agree with tgags though, you need to be more specific with telling us what the starters are, that would really make it easier to pick for you. 

So because of that, all I can really say is pick whichever pokemon you like best or think is the strongest. Are you saying that rioulu and shinx aren't the only choices, I think if you elaborated a bit more, I could better help you...just saying. Its your choice though, pick whatever you want.

In that case, I would pick Riolu. He is awesome and when he evolves he is even awesomer. He knows a lot of good moves and is really rare.

Well I would choose Shynx because I know it better than Rilou . Plus one of Lucario's strongest attack .. the hi jump kick ... is not always reliable and if you miss you do a lot of damage to yourself . Luxary's attacks however are nice and effective

Here's the thing: They can all be found in the wild, but at only one place.  The thing about it though, at that one place, they're the only ones that can be caught.  That's why I would go with Riolu, the longer you spend with him, the sooner you'll bond and the sooner he'll evolve.
