I thought Mercenaries: Playground of Destruction for PS1 had a great overworld.  It was an open map with sandbox style play and was a map of southern North Korea.  The map had various activities going on, different factions and countries shooting at each other and different targets accessible.  It's very much like the Grand Theft Auto series and made by the same guys.

The other great open Overworld was Pirates! by Sid Meier for PC.  The new one, made in the 2000s, not the original one.  It had an awesome overworld and you had to dodge hurricanes, could raid towns, attack ships, and sail around with treasure maps.  it was a good one.

The game I think has the best Overworld (I know I sound like a broken record with this game), happens to be Minecraft, it's because with the Infinite amount of terrain you can explore above and below ground and a bunch of other things as well, that's why I say that game.

My favorite overworld would have to be the title screen from Super Scribblenauts. I spent more time on that title screen than I did on my profile! You could basically do whatever you wanted in a few pre-made scenes. It was awesome!

I think that just about all Legend of Zelda games have really big overworlds, especially Ocarina of Time, Twilight Princess and Skyward Sword. That one of the reasons I love those games, I like going around exploring the world.

I honestly don't think there's a question about it. GTA is definitely the best sandbox game, and probably nothing can really compare and such a close level, especially to GTA V now. 

Final Fantasy and some Zelda games have some good over worlds, but it all is much more limited than GTA V.

Is someone forgetting the fact that TES games (Arena, Daggerfall, Morrowind, Oblivion and Skyrim) have the best over world by far?
In other games you go to a location for a quest, in TES you go to a location in the hope you will find a quest. That in itself makes for a better over world, but coming across more locations to find the location you want, making side trips, is fun.
And as for GTAV having the best over world, find all of the locations in Skyrim and go in them, clear them, takes a while doesn't it. Doubting your choice yet? How about Arena? Think you can do that? Go ahead, do every thing there is to do in a TES game, then come back to me.

I have to go with Super Mario 64, and Banjo-Kazooie. I can think of many more, but I don't consider it an overworld if it's where much of the game takes place. To me, an overworld is the place with doors or portals that lead to the gameplay worlds. Otherwise I would list Twilight Princess and a few others.

zanderlex : I have to agree with you on that one. I had played Grand Theft Auto V at a friend's house and I have to say that the world map was just beautiful. It had so much detail and so many places to go. It was so nice. Another over-world that I really like is the map from Just Cause 2. It's so large and it has some really cool places to do stunts.
