A few things.
1) not closing because I can't find the duplicate.
2) renaming the thread to avoid confusion.
3) ignoring post that summoned and didn't contribute.

Kanto has the best starters in my opinion, because then they just started to go downhill as the generations came (I mean, have you SEEN Gen 6's starters?  Bleh.)

I think Kanto has the most well rounded starters. You have Charmander, who is tied for most epic starting Pokémon. Then, Blastroise, who is also really good. And Bulbasaur is the one starting grass Pokémon that I may actually pick, but not over Charmander. They all look pretty cool too. Jhoto has good starters too, but the grass starter doesn't look as cool (drawing a blank on his name).

Hoenn. Emerald was my very first pokemon game. Remembered playing it in 2nd grade. I chose torchic. Evolved into combusken before first gym--thank god it knew fighting moves-and eventually evolved into a blaziken. sooo. bought another emerald online, used for a few bucks, traded the torchic in new game, cloned torchic into a full box in pc. got one in leaf green, pearl, plat, heartgold, Black, and black 2. Might seem a little excessive, but blaziken is one of the best starters. Feraligatr, venasaur, empoleon, and charizard are almost as good.
