Such a large amount of money ought to be taken to the local authorities first. She needs to see if anyone lost it --I don't why someone hadn't lost so much cash. If no one goes to the police to claim it, then it legally can be hers.

The most cash I've ever found on the ground was $40. I didn't see that was a big enough amount to take it in. I gave half of it to charity.
