I would have to say it would be Mario in this context. I mean he does that pretty much for a living he ends of the lives of innocent Bowser. He never did anything wrong. :'(

I will be slightly different and go with a character from a PlayStation game: The Legend of Dragoon. Specifically, I'm going to focus on Lloyd for a few reasons. 

1) He had a sword called the Dragon Buster which would slaughter Bowser.
2) Lloyd is immensely fast and could out manuevre Bowser much like Mario
3) Lloyd has a lot of magical capacity and could dish serious damage to Bowser quickly
