Greatest of all times for me would of been Mega Man X, like Mega he can do all of it, but his armor is made stronger, X-Buster far stronger and has upgrades that can send his powers through the roof.  From taking much less damage to force fields, great nova blasts that cover the screen, weapons that deal hail storms of damage, targeting to locate secrets, special dashes while in the air, hovering, access to power suits, at one point even a beam saber like Zero, and not to forget his two powerful well known friends Axel and Zero.  In their game together Command Mission you get to see all of their special transformations and attacks.I will vote for Mega Man X, pure war machine if there ever was one and yet has a heart of gold to protect.  Can't get much more heroic than that.

Best video game character ever goes to Reimu Hakurei from Touhou. She's been practically through everything, ranging from fighting for her very life, to sipping tea with people that were once her mortal enemies, to sweeping the shrine grounds to keep them nice and tidy for the next flower-viewing event.
