There's a couple ways to put a picture on your profile. Depends if you're talkin about a User Pic or the much more universal Url Link Pic.
To get a User Pic, just go to Edit Profile and Settings in the top right corner of any page on this website and upload a picture directly from your computer where it says to. Just browse through your profile and you'll figure it out. But if you want a Url Link to paste anywhere you want, just do what Alex said and use the code < To fix that problem, just right click the picture and save the picture to your computer, then go to a site like http://imageshack.us or http://photobucket.com or somewhere similar and upload it there. All sites like that give you the Direct Link to the picture, so you could use that. Easy!
