There's a couple ways to put a picture on your profile. Depends if you're talkin about a User Pic or the much more universal Url Link Pic.

To get a User Pic, just go to Edit Profile and Settings in the top right corner of any page on this website and upload a picture directly from your computer where it says to. Just browse through your profile and you'll figure it out.

But if you want a Url Link to paste anywhere you want, just do what Alex said and use the code <img src="http://zzzsamplelink.comzzz/"> . Problem is, not all Url links are direct links to the picture in question.

To fix that problem, just right click the picture and save the picture to your computer, then go to a site like http://imageshack.us or http://photobucket.com or somewhere similar and upload it there. All sites like that give you the Direct Link to the picture, so you could use that.
