Really, I dunno. Waluigi's very tricky, but Luigi's got a sort of goofball spunk. If Mario had Luigi's back, cheering him on, I think Luigi would win.

I would say that Luigi can beat Waluigi. 
Luigi! Waluigi is dumb, scrawny, probably picks his nose like his bro, has baggy eyes, and can't impress Daisy. 
I would also pick Luigi because he have all different types of power-ups he can use if there are nearby.
Waluigi is very tricky and maybe cheat his way to victory, but I think Luigi can handle him. Luigi has been through a haunted mansion. So he might use his vacuum for this fight. 
I belive this belongs to the Video Game Polls & Crazyness.

I also say Luigi, because he can suck up anything he wants with the vacuum that's been keeping his appearances up for the last 5 years. Waluigi is a stupid skinny henchmen of Wario (taught by Wario, too), who we all know fails in every fight. So my answer is Luigi.

Waluigi is trickier, but he doesn't have the powerups that Luigi has, and I'm not sure his bombs could really compete. As a character, Luigi wins. Waluigi needs his own game. --------------------  |

Luigi would be like +45 luck on start where Mario would only be like +10 or so. Wario would be more powerful and Waluigi would probably have more dexterity. Waluigi is just an add-on, as to complete the "alternate universe" of the Mario characters. Luigi is actually just a pallet swap of Mario from SMB, but still, he's one of the original.
