Best NES games with best music well they are quite a few. 

Mega Man 4 would be at the top of my list. That game's music is just special and groovy. 
Mega Man 5 also had very good music 
Mega Man 3 had a really awesome and groovy soundtrack to it 
Mega Man 6 this game is often overlooked but it had awesome music. 
Kirby's Adventure- i really liked the music in this game esp the music in the later stages of the game 
Super Mario Brothers 3- this game had a nice tune to it and its very memorable. 
Super Mario Brothers 2- this game did not have a lot of tunes but the ones it did was catchy.

I go with what lunar said, megaman 2. I remember the music for that is amazing like each stage music. You would enjoy when playing as megaman. megaman in that generation I swear had like really amazing music. And I have to say the best out of most of the nes. You can not agree with me for that. Castlevania of course! Who can forget the epicness of Bloody Tears, Wicked Child etc? It's just so fantastic for 8-bit music.

To me I know this is a bit Controversial as a Decision but I have to give the Crown to Punch out.

The Music in Punchout for the NES was repetitive sure, it was one song, but it was the intensity it added during fights, the excitement when you knocked an opponent down and the frustration when you got knocked down that added that astomphere.


The music for an 8 bit console in Punchout was really Superb at the time.
