I think most of these people just celebrate on either February 28th or March 1.    Of course, they can tease and say that they are younger since February 29th comes around every four years, but that doesn't make it true. It's just fun to joke about.

Nothing happens, its not like you stay the sane age just because a day doesn't happen. Birthdays don't actually mean anything, they aren't a holiday but are a marker like an anniversary, so nothing would change if you didn't celebrate it.

Well, it varies country to country but in the UK and US a person is considered to have their birthday on March 1st. Meaning you'd legally become 18 or 21, and do stuff that only that age group can, on March 1st. There are places that have the legal birthday as February 28th such as New Zealand however.

I found one or two articles talking about this, but there is also a small section on the February 29th Wiki page talking about this as well.
