Strongest over powered character? Saitama from One Punch Man, of course. It's not even hype. That's his gimmick. He is overpowered, that's what makes him fun.
He's a satire of the hero. He has no limits. No matter who you put him against, he will win. Always.
And that's fine, too. Because in the manga/anime revolves on the comedic side that comes from having an OP hero, the reaction people get, the environment that it's set in, and the other characters.

But yeah, it's Saitama without a doubt.

I still say goku. Simply because I don't read this one man punch or watch the anime. Before the main guy was born goku was alive. Even if goku has limit it shows for various of reasons. I don't see someone as one of the strongest and has no limits. I just don't see that as a sense. You have to have limits. I picked Kira because of coolness not necessarily strength. But I do wonder, if Kira wrote Saitama's or Goku's name in the Death Note, would it still kill them? It's not like they're immortal, so death should effect everyone equally.

The most overpowered anime character is Saitama, easily. He has no portrayed limits or weaknesses, and he's basically able to defeat anyone with a single punch. I mean, he may be afraid of mosquitos, but whatever they're mosquitos. Saitama is a joke character who's made to be ridiculously OP. And I mean that in the best possible way.

To me it is definitely Kenshiro from Fist of the North Star, I mean he is the living embodiment of awesome. Also he is literally untouchable due to his abilities in his universe.
