I'm with DarkHyren, she's not going to make the first move because she wants you to. You just gotta go for it, the quicker the better because high school girls seem to change their mind quite a bit so if you don't make your move quickly she could move on pretty quickly.

A lot of this depends on how old you two are.  If you're both 13, you can't do as much as if you're 17 or 20.  

And why not just enjoy hanging out with her if you like hanging out with her?  You already do stuff together.  What else do you have to do?

Or, if you want a more serious relationship, say so.  Tell her you like her and you want to be her boyfriend.  See what she says.  If she says no, then oh, well, you tried and it was a good effort.  If she says yes, well, there you.

Similar to what everyone else said, you can just ask her out. You should make sure that if you do, it's something that you both enjoy doing. For me, the first time I asked a girl to do something outside of school with me, instead of a movie or something like that, it was bowling. XD

By the way, I'm not in a relationship and I haven't ever been before, but several of my friends are/have been in one and I've learned a lot from them and advice from my parents.
