Considering only Aegislash can learn it, that such Pokemon is weak to Ground and Dark and that it has an staggering 150 defense, if it manages to lower the attack of an opponent it can deal a huge blow to the attacker's chances of winning.

Psychic was always one of my favorite moves. Its pretty powerful and it has a 10% chance to the opponent's special defense. It has a PP of 10 (max of 16), a power of 90, and 100% accuracy. In my opinion, its one of the best moves to use on Gold/Silver.
