I'm fairly certain this rule was put into place so people don't make a million accounts that say their birthday is tomorrow and collect all the Viz. According to his profile he has been here for 118 days, which is more than a month unless I'm really bad at math I'm also fairly certain that the rule was made before the newbie rank was a thing, meaning that he wouldn't need the 10 posts. However it doesn't matter if he needs the ten posts or not because according to this he had 10 posts more than a month before his birthday. So I dunno what's going on.
