Lugia is unique and awesome, but Ho-Oh is very powerful and stronger.

Lugia is flying and PSYCHIC. It's alright though, I made that mistake too... when I was six.

Depends on what you want..

Lugia has stronger defense than Ho-Oh and slightly better Speed.
Ho-Oh has better Attack than Lugia and slightly better Special attack.

Also, Lugia has more than twice as many weaknesses than Ho-Oh does

So in general I think Ho-Oh is stronger, but I've always preffered Lugia. I find Lugia so much cooler.

Lugia was the best pokemon in GSC. Some don't believe that, but the Curse set was TO GOOD. (a 100 BP attack that runs off Curse that gets STAB that no one is immune to? If Skarmory [the best phaser in gen2] is removed, it's practically game over)

Ho-oh was one of the best in Gen3, thanks to Groudon being best that gen.

This generation? Ho-oh gets a SLIGHT edge with Brave Bird... but Lugia is still good as well. In fact, a lot of pokemon are ONLY countered or even checked by Lugia. Call it a draw.

Lugia wins, thanks to a strong GSC.

No.
besides, Ho-Oh has a double-weakness (rock)

Lugia's weaknesses:
electric
dark
ghost
ice
rock

Ho-Oh's:
Rock (double)
electric
water
if Gravity is active, then Ground

So, Ho-Oh has only two less (one if Gravity is in play or Iron Ball is held) weaknesses than Lugia, and a double-weakness (which Lugia doesn't have). More than twice the weaknesses? I think not.

I say Lugia is better.

It's mostly just a personal opinion, but I think Lugia looks better the Ho-Oh. Less bird-like and more....mythic, perhaps, and that's possibly why Lugia appeals to me more. There's also the fact Lugia learns Water-Type moves (even though he isn't a Water-Type himself), which gives him advantage over Ho-Oh, it being part Fire-Type.
Another reason I prefer Lugia over Ho-Oh is that Lugia has a higher base Defense and Speed, and those are the stats I like my Poke'mon to be high in.

And...well, this is just a theory, but Lugia was most-likely heavily popularized by the fact he's been in a movie. Ho-Oh hasn't been in one, which may be a reason it is less popular. People do tend to like Poke'mon that have been featured in a movie from what I've seen.

...and I like Silver more than Gold. Have always liked Silver more than Gold for some unknown reason, so I guess I'm a little biased based off of that.

Sorry for the blathering. Just wanted to express my opinion on the matter.

Lugia over Ho-Oh because

1) Better design and more original
2) Pwned the three legend birds in 2000
3) Would pwn Ho-Oh with an Aeroblast or Hydro Pump.
4) Ho-oh doesn't have a badass Shadow Form (if you don't hack)
5) Ho-Oh may have less weaknesses, but it has a double weakness.
6) Better defensive stats

Lugia looks more awesome then ho-oh and can beat ho-oh easily as long as there is no disable or has water type moves. But ho-oh's signature move is better then lugia's signature move. but in the end I like lugia more (as you can see already by looking at my picture).

Lugia's actually my favorite Pokemon, and has a unique type for a legendary Pokemon. Ho-oh has many weaknesses, but nevertheless is very powerful. Lugia would take down Ho-oh easily in a fight, usually.

Lugia is better. He is stronger and can Anhiliate Ho-Oh under any circumstances. So he is the best for sure. He also has a really awesome special attack stat. I can just cream all people with special attack.

I don't agree that Lugia looks cooler (except in XD), but he is just a defensive mammoth that could probably very easily take out Ho-oh with a well-aimed Hydro Pump. In a battle, I take Lugia, 6 out of the 7 days of the week. NEVER TUESDAY!!!

Lugia is definately better. He isn't another bird and looks more like a dragon than the original dragon types(I love dragons). He was also freakin awesome in 2000. Plus he can fly and swim, let's see ho oh do that!

I actually prefer Crystal from 2nd gen and I never actually played the original slver but I do have soulsilver. My lugia is freakin awesome in that game and I prefer to use him over Ho oh.

Lugia is better because of the wide variety of attacks it is able to learn. Ho-oh can pretty much only learn fire and flying moves. Lugia can learn ice, pyschic, and electric moves.

Also, Lugia is better. It can learn Hydropump to deal with Ho-oh and is a defensive tank.
I like it's appearance more even though I play Gold version. I probably forgot a few things but I'm sure they were mentioned previously.

Lugia can use water elemental attacks which has an advantage over a fire type like Ho-oh and the fact that Lugia is also a powerful psychic type that can learn Aero Blast.
