You need to first set the hook by pressing down and A, from there you need to fight it. Its going to try and squirm its way away so you have to pull in the opposite direction that its swimming. Also, for some reason, any time I try to reel it in faster with R I wind up losing it. So I would skip R all together. Hope that helps.
