So they don't let you pick it on the first match. But if you lose, you can pick it to gain an advantage to compensate for having lost the first match.
So Fox and Mario fight, Mario wins round one on a neutral stage. The counter-pick stages can now be chosen, so that if Fox wants a stage that suits him more than Mario, he picks it.
