So, I was trying to big an exp grinder from a mob spawner that was found in the desert and I can't place water above y=64. Why is that? Is there any way to disable that for Genrody? Seems like a silly rule for a survival map.

I think I figured it out!

I'm able to place water inside a claim but not outside of one. All I need to do is claim the area while I work on it and then give up the claim once I'm done. That should allow me to make what I want and then leave it accessible to everyone else.

What you would do though, is claim and place the water, then remove the claim. The water would still exist, and you wouldn't have to worry about coming back to remove the claim later.
