Would a Local Mod be able to ban a normal member on Vizzed? Do they have that authority? If yes, can they ban or suspend someone for any reason they want? Like if they hate that person in real life.

Nope. Only a global+ can ban from the forums. And it can't be for no reason. There has to be a legitimate reason (and all of the globals must agree on a permaban for a user to be perms'd).

What's wrong with getting an answer from a normal member, specifically an elite? If you really wanted wanted an answer from the locals, you could just summon them, but eh, I'll do that for you.

Local Mods :

Also, globals can't go and ban someone for any reason, like because they want to or they don't like the person. It has to be a good reason, like the member violated one of the rules.

AriaAngelDream : This question refers exclusively to Local mods, but one last question: If Local mods are unable to ban or suspend Normal members, could they get a Global mod to ban or suspend a Normal member for them, like if they hate that Normal member's name or picture? What if they lie about the Normal member and make something up about them?

Whetsit Tuya : For your question, the Locals can in fact ban someone, but only in certain forums that the mods are assigned to, as for a normal member getting banned from the whole entire site, then that's for the Global+ to do.

But the mods can't just randomly ban someone for no reason, they have to be an explaination on why that user should be banned and once it's been discussed, then the ban will happen.

As a former global moderator, I confirm what megamanmaniac has said... half of it.

A local "can" ban from forums they moderate, but are generally asked not to, as it can make banning the member from the entire forum a hassle (because of the way the code is structured, if a local bans a member from a forum for any reason, they have to unban that member on their own account before a global can ban from all of the forums)

A Global however, can ban anyone (and generally, don't need permission, because globals know how the site is run, if they think a member NEEDS a ban, they can give it, so long as they make it known) for whatever reason (although, globals have been reported for abuse in the past, although this has never resulted in anything, as the globals are generally on top of things). The exception is in cases of perma bans (in which case 2/3rds majority is needed)

Banning someone just because you don't like them is completely wrong, and is listed under this "power abuse". Should a moderator, local or global, be found guilty of power abuse, the moderator manager (geeogree at this moment) would get to have a chat with them, and determine whether they should be punished, or outright demoted.

Locals "could" make up facts, sure, but the globals do their homework, and are very passionate about the site. Very rarely does a local get away with falsifying information intentionally (if ever) and any time this is the case, the local was demoted, and banned.

A current local mod, a former local mod, and a former global mod has given pretty much all that's needed to know how the ban thing works. So I'll go ahead and close this now.
