My least favorite Steam game that I own and have played is probably Batman: Arkham City.  It's an incredibly tight package, and the gameplay and plot are well-done, but it's just way too dark for me.  Give me Adam West, not Kevin Conroy (GASP!!).  OK OK, Kevin Conroy is an amazing voice actor.  Yet I love the 1960s Batman more, but not because it's greater, per se.  I like it because it's so much more innocent and funny.

On steam, my least favorite game would have to be Bully, I played that game a lot on Steam, and I beat it 3 different imes on PS2, but it's just not as good as the other ones on STeam.

My least favorite game is Evil Quest, at first I thought I be evil and do horrible things, turns out to be the same thing as playing the hero (I'm talking in gameplay based) roaming around towns to get what he wants, and occasionally you get to kill people who seems to insults you slightly, and the worst of all....it's pretty easy even in hard mode, sure the damage is high and such but your attacks are just unfair to the enemies.

I actually have a 'crap' list in my Steam library for all the games I didn't like. The worst of them has to be Blueberry Garden. It was included in an indie pack I purchased ages ago and it included more bad games than necessary. I don't know what the point of Blueberry Garden is and I'm probably never gonna know. I played it for 15 minutes and my overall thought afterwards was "what the heck did I just play?".

Saints Row IV.
This game had a free weekend ages ago and I played maybe 3 hours of it and then decided to buy it.

Soon after I wasted my £10, the gameplay got repetitive and easy (on hardest difficulty) the humor was dieing and the missions were bland and expectable. I wanted to beat it to it over and done with but I just stopped at 10 hours (including idle time to get card drops). That point it was too boring for me to handle...

Some people like that game but I dont, it just wasn't for me...

MechaMento : Whilst that game is excessively bad besides some nice narration it's by no means the worst thing in my 180+ game library.

I'd say that probably the worst would be Verdun, clunky controls that ruin the game with a good concept, other than that probably Grand Theft Auto IV for shoving Xbox down your throat to play with friends and not detecting decent integrated GPU meaning all my settings default to minimum every time I start the game up, even though my GPU can handle high graphics.

Swipecart. Its a game that cost 1 dollar on the app store, but costs 5 on steam.
Both versions are terrible. No soundtrack, Mindnumbingly boring gameplay, an anomaly of game controls that you have to experience to understand. Its just an all around terrible game.

I can't believe I haven't posted in here before... I have several games I don't enjoy at the moment, Arma: Cold War Assault, Sanctum, and some other games. I have a list of games that I am unlikely to play... But I haven't played those yet, so they don't count. Of the ones I have played, Arma: Cold War Assault isn't really fun. It may have a good story, and I can overlook the poor graphics. (Even for an old game, it didn't age well.) I didn't like the controls, and several other things.
