I am trying to get a picture to be my Sub-pic for my profile but it keeps on saying its to big when I tried making it 11X11. Is there a bug in the system or is my Computer stupid?

This one should work. The original file was saved as .jpg which is unnecessary because your only using the image as a mini-pic. I exported it as a .png once I resized it because .png files are considerable smaller, albeit lose detail when enlarged.
