Aren't almost all racing games licensed? They use licenses to have the right to use actual cars in their games.

If it's Retro I would choose Mario Kart 64.

Ridge Racer Type 4, on the Playstation. Best racing game on the console, imo, and still my favourite race title overall. It was quite realistic, while still maintaining an arcade-like feel, there where a lot of cars to race in, and it had an amazing original soundtrack. Plus, I had a little bit of a crush on Reiko, the girl mascot of that game...
