I was wondering if you could change what keys are used for the save states in the GBA roms because the keyboard I have uses F2 to turn the monitor off and even when I hold down the FN key it does it, Is there anyway to change the save state keys? Or can someone help me disable this feature on my keyboard? (Can't get a new keyboard stuck with this one.)

There is no way at least that I know of to change save state keys so the best option to use is ingame saves. Or just leave game open if you can if you get busy.
