Exeggutor's design in Red and Blue is probably the worst. The heads could probably touch the floor, and it looks like a freaking monster, not the silly-loving tree he is.

I agree with the trubbish and garbodor design, it is just basically a fat pile of trash that grows bigger and I don't see how that is creative in anyway. There are a few other designs I think I should probably point out here: 

I don't like jynx, I think it is lame and a lot of people say that it is racist...

I am also not crazy about foongus which is just a mushroom, or herdier, I mean come on now, it is just a dog, way to loose creativity....

Besides the ones already states, some of the fish are the worst. 
Stunfisk looks like a squashed fish with horrible stats and speed. Most Pokemon fish are horrible, a few get a little better when it evolves.

I'm kinda surprised no one's mentioned Grimer & Muk yet. I mean I see people talking about the Trubbish line, the Grimer line's basically the same concept only with a different type of pollution.

Garbodor has the worst Pokemon design. I don't like how they would make it look like a trash bag popped with trash as its design.
Avalugg is terrible as well because it looks like chopped ice land rather than a Pokemon.

In my opinion, the worst Pokemon design would definitely have to be that of Mew's red and Green sprite. I do not find the Red and Blue one to be that bad, like you do, but the one from the original games, Red and Green, which are the Japanese versions, is disturbing...
