Well, my seadra is at lv. 58 and it have not evolved yet!! Is there a way of it evolving to Kingdra in this game?

Seadra evolves if it is traded while holding a heart scale but since you can't trade Pokemon on Vizzed which is basically GBA net play which net play doesn't support GBA net play you can't.
I played some hacks though where you must use a water stone to evolve seadra if that doesn't work try leveling it up a bit more but if that doesn't work I am sorry but I can't help you.

I thought the only way to get it was through trading. Talk to people in all of the towns and see if they want to trade. If not then use water stone. I got my kingdra in pokemon light platinum through trade, so if that doesn't work than use water stone. Otherwise I don't know how it evolves or if it is supposed to in this game. Good luck and keep leveling up and see if that works. Remember to talk to every person, that is a very important thing in pokemon. Hope this helps and good luck on getting Kingdra!

austipokedude : its not a heart scale its a dragon scale. Give the dragon scale to seadra and trade it. Ask your friend who you are trading with to trade your Pokémon back to you or he/she might keep it XD kingdra is a good Pokémon. Sadly you can not trade Pokémon on vizzed
