You can go to edit profile to do this and you can upload a picture that you have saved to your computer and you can use that as your main profile picture, it has a limit of 100 kb though and there is also a limit for the mini pic that shows up by your name, I believe that is 5 kb if I am not mistaken. I think you only get this privilege when you become a member though, I don't think you can do this as a newbie. You have to meet member qualifications by making 10 posts and then waiting a day after you meet the qualifications and once you do that you can change and get a picture for your profile here:  I hope that this helps answer your question!

In order to have a profile picture, you must be a normal member. To become a normal member, you must have at least 10 posts and have been on the site for 7 days (I believe this applies for the Minipic as well).

Once you are a normal member, you go to the Edit Profile & Settings link in the top left corner (you can also click the link I posted. It will take you to the same place.). Once you are there, you click Choose File next to where it says user pic and choose a picture to put as your profile pic. It must be smaller than 100 Kb in size though. The same applies for Minipic, but it must be smaller than 5 Kb in size.
