I'd have to agree with Dean, Lance was pretty hard especially since back when generation 2 came out, dragon type Pokemon(Which Lance uses) it was very hard to find out there weaknesses and it was harder finding a(n) ice type Pokemon to attack him with. Also another hard boss in Pokemon was Cynthia of the generation 4 Pokemon League, but what made her so hard was the various types she used with no clear plan of attack.

Lance is pretty hard since dragon type pokemon are so strong and have such powerful moves. But I also find that some members of the elite 4 or even the championships can be difficult to beat if your pokemon aren't trained properly. But in particular, I would agree that lance is tough to beat so, you should have some ice types with you just in case, because he's tough!

I'm surprised that no one's said Whitney yet. That Miltank's just plain evil at that point in the game. she might have been tolerable as a later gym leader, but that difficulty spike was just unfair. Oh, and Clair. Her Kingdra is only weak to Dragon, a type which you don't have yet, and to boot, it's really bulky and powerful. AND she uses Full Restores! I tell ya, it took me a few tries to take down Clair.

It was a hack of Pokémon Ruby. I had to fight the champion Kaori. He was extremely hard for me to beat. I also have to say that I never beaten the other region of that game. Maybe the champion there will be evan harder than the one I faced in Zhery. Either way my answer is fatal, and will stay the same. That freaking healing Tendency that he have can get rather annoying. It was really irking the life out of me because he did it every single time, and he withdrew Pokémon to much.
