What do you mean by shadow Pokémon, I am unsure what you are asking, could you please go into more detail and then I might be able to help you.

If it is a good hack that you are looking for, then I recommend Pokémon light platinum which has 2 regions and double elite 4s and lots of awesome Pokémon and it leaves you with a lot to do. I also recommend flora sky which is another good hack. And the last one I would recommend is fire red generations, I am not sure if you can catch legendary Pokémon in this one yet, I will have to check on that because some have had problems with that. You can get all starters up to 4th gen, they are all great hacks, but as for shadow Pokémon I don't know what you are asking for.

I really don't know any place or hacked ROM where you can catch shadow Pokémon I'd suggest you play Pokémon coliseum xd or Pokémon tower defense 2. Those are the only Pokémon based games that I know use shadow Pokémon.
