Retro is a culturally outdated or aged style, trend, mode, or fashion, from the overall post-modern past, that has since that time become functionally or superficially the norm once again. The use of "retro" style iconography and imagery interjected into post-modern art, advertising, mass media, etc. It generally implies a vintage of at least fifteen or twenty years. For example, clothing from the 1970s, 1980s or 1990s could be retro.
So, pretty much... until the game system is no longer being made, the system won't be retro. Thus making the system un-added to the retro game room, cause you can't exactly add DS to the retro game room when DS is still being made in small increments at a time. As far as I know, I think there are still a very limited number of DS games being made... which means it's still a profit somewhat for Nintendo.
As with SNES and NES, sure those games are still being made... but they are actually being RE-made instead of initially made from the original creation.
Or in other words, they no longer make the cartridges... which means all they can do now is make it into a whole new style or genre, known as "modern".
So honestly... most of those systems will remain out of the "retro" game room for quite some time. Although game cube is no longer being made, because Gamecube is also played on the Nintendo Wii and Nintendo WIi U... there is still profit to be made from those games, thus making them also NOT retro.
Dreamcast on the other hand, that is long gone in the past... although those games are no longer being made, it seems that (from my best guess), nobody is sending in their dream cast games for David to add to the almost endless collection of games he already has.

To make things as simple as possible... until that specific system setup is no longer being used, the system will NOT be considered retro. Gamecube is still being used in the Wii, thus making it MODERN until the Wii is no longer being used...
Some systems are no longer profitable because they are no longer compatible with other MODERN systems, so many systems like GBA... Playstation 2, and so on are considered retro to some.
Although, it's all a matter of opinion really...
