I would go Bulbasaur.  Grass-types mature and level faster, and in such grow stronger faster.
However, Charmander is up for grabs due to the lack of strong fire-types.

I'd choose bulbasaur. If you are picking for yourself when you are playing the game you don't have to choose. I made a hack of leaf green and you can catch all three starter on route 1. I made one for fire red, but it didn't get added yet.

You should choose squirtle so you don't need to worry about finding a water type Pokemon and teaching it surf later in the game second choice I would recommend bulbasaur it's hard to find a good grass type in that game.
