with normal pokemon, there's a 1/4531 chance (or something like that) of it being shiny. is that the same with legendary pokemon? you can only battle them  once a game (unless it's one like raiku or lugia  that you have to chase).  it would be VERY close to impossible, but is it possible? has it ever happened?

Yes, but there are glitches so you can breed tons of legendaries until you get a shiny one, the others that aren't shiny I trade to my friends who are too lazy to play enough to catch them.
