Here is my plea. Because I can describe it better in a scenario, I will do so

User 1 is a member on Vizzed, And has installed the plugin on his computer. He likes Vizzed so much that he wants to play games on the go. He installs the plugin on his laptop and smartphone. He 'buys' and downloads a game on Vizzed (we will use sonic CD as an example) on his computer. He also decides to download it on his laptop and smartphone. but because he has 'bought' the game once he can download it for free on his laptop and smartphone even though it affects vizzed finantually each time he downloads the game! he had downloaded 300 megabites for the price of 100! If every Tom, Dick, and Harry does this, Vizzed will go bankrupt and close down. I care about Vizzed and do not want that to happen, If Sega CD games are going to be released at the end of the month and this becomes a reality Vizzed will be in very real trouble!

You mean download as in play? I doubt this will happen very often so I'm not too concerned about it. I'll monitor it though in case it does and than I'll put up some sort of restriction to prevent it from happening.

Vizzed.com is very expensive to keep alive! The Ads pay for the servers.

Vizzed has 3 TB worth of games and 1 TB worth of music.  This site is free to use but the ads barely pay for the monthly server fees.  If too many more people use ad block, the site cannot survive.
