If I'm honest Tails, I cant stand him, granted there are some characters that can be more annoying, but for me its Tails. I hated how he would always fly around me in the early sonic games, I found him to be nothing but a pest.

Honestly, I like sonic, knuckles, shadow, silver and even tails, I basically like the majority of all sonic characters with a few exceptions, but I CANNOT stand amy, I find her to be so annoying and whiny, she is always annoying sonic or trying to be his want to be girlfriend all of the time, I just come to find her to be extremely annoying and desperate, she should grow up and accept the fact that sonic will never fall in love with her, and she should just be mature and move on. Even Eggman I don't consider to be nearly as annoying, but yeah amy just bugs me, she gets on my nerves by driving sonic crazy all the time.

I find Amy Rose and Big the Cat to be the least bearable characters to me. I got into Sonic way back when and I may be set in my old ways, but I feel that Sally Acorn was a much more impressive character to be Sonic's 'girlfriend' (I guess) than Amy. Amy seems like a stalker and Sonic really only seems to see her as a friend...maybe? And Big the Cat feels like an empty character. Very little emotional expression and a one-track mind. Other characters that people have listed haven't bothered me as much as these two, but possibly because I've gotten really good at ignoring them.
