Hahaha good question. If I had to estimate..I would think he's over level 100, since its been in all generations and still hasn't evolved. If Pikachu was at level 1,000 it'd be impossible to beat, unless of course it was going against a Rock or Ground type. My educated guess would be between level 100 and 500.

It is level 100. In Heart Gold and Soul Silver, the last guy you verse is Ash when he was in Kanto and his Pikachu is level 88. After beating him a certain amount of times, he will change into when he was in Johto, and his Pikachu is level 100. So level 100 is the answer

Considering you battle him in the Johto games at a lv. close to that, he probably had that pikachu at that lv. by the end of the sinnoh region and went back to johto for a while and considering how often he uses pikachu and how many exp points it takes to lvl up a pokemon in the 90s it's probably not lv.100. Then I think it went down to lv. 5 in Unova because of Zekrom so right now, I'd say he's lv. 30

It must be around level.... 90ish. And it gets pwned by a level five Snivy.
