You can but it's a long and tedious process, and few care enough to actually do it.

However, the process is pretty much up to you to explore once you get to the beatmap screen.

Step 1 - Get an MP3 of the song you wish to make into a beatmap
Step 2 - Open osu!
Step 3 - On the osu! startup screen, push the second option, EDIT
Step 4 - Drop the MP3 on the screen they instruct you to drop it on.
Step 5 - Wait for it to load up
Step 6 - Click the new song you have put into osu!
Step 7 - Begin the editing process.

From here it's pretty hard to explain, and you will get a better idea of how to do it from trial and error and asking specific questions.
