I'm not sure if I'm the only one who found it annoying that you have to wait 60 seconds to make a thread after making a post or a thread but I found it annoying and changed this restriction to 15 seconds.  I think since there's already thread limitations based on a user's powerlevel (example, newbies can only make 1 a day), we don't need the 60 second wait.
