Its because everyone got on game freak case about the death of 500 Japanese kids, the side effects of catching GHOST and the dead marowak , they wanted it to be a secret, but it got out to the world, so they changed it in gold/silver, but when they made fire red and leaf green, they had to restore the tower so nobody got suspect any thing, then came heart gold/soul silver and the tower was gone .

Because the little kids whos playing the original red blue and yellow pokemon games where scared because of the dead marowak and the freaky music noises so they replaced it

My guess is that the people who built the radio tower did not have the money to build it elsewhere and since Lavender Town needed money they built the radio tower for tourism.

2. Lavender Town had (almost) nothing that made it stand out. Red already got rid of Team Rocket in Lavender Town in the previous games, so they erected a Radio tower.

3. The idea of using music via radio on your travels (some songs on some days will increase or decrease wild encounter rate) was new, and Game Freak wanted to show Kanto changed in the past two years by putting a radio tower there.

4. Lavender town's mood was overall creepy; Radio Towers fix everything.

What reallt gets me is the poke tower had alot more tombs than the house of blessing, so where are the others I think there more to that blessing house since in HG&SS someone says "I think Mr.Fuji has a secret room here", that's very strange when you think about it.

I'd have to say that it's probably one of two reasons:

1) Basically what Kyuremu said, that being the incorporation of the real world into the games.

2) It could possibly be too dark or something for a kid's game, so they replaced a burial tower with an overall creepy background (Just google some of the stories) with a new Radio Tower, Nya~.
