This is a good sales question. If you sell different numbers of dogs vs. buns, people have to continually purchase new packs of each to even out the numbers.

I have heard of this question before but never heard a discussion about it.  It does sound like a marketing technique.   If you run out of buns you will have to get more of them, but then you will need fore hot dogs.  And the cycle continues.
