4. There's no real answer here, it could be because he didn't train enough, or that it can only be achieved in a different world (Goku in the afterlife, and Gotenks in the Hyperbolic Time Chamber). Vegeta could become Super Saiyan 4 because that ability is related to being the oozaru, and Baby used the artificial brutts wave or whatever they're called.
5. Hard to judge, I think it would be Krillin because his Destructo disc is really powerful. Isn't Uub really powerful, or is he only strong in GT?

8. This depends, Fusion Dance or Potara. Gotenks is the first fusion in the show, but Elder Kai is the first fusion chronologically in the history (potara).

I won't answer them all because most of them got correctly answered. I'll just put in the ones I have something to add.

Like what was said in a previous posts, the FIRST was the legendary one that could only achieve the form in his Ape State and was destroyed by his own power. But that is a technicality.

For the spirit bombs, the answer is 9 or 10 (I will clarify). The first time was when he was on King Kai's planet. He practiced it on that cube. King Kai's planet was too small to make a 'ball', but it was a spirit bomb, nonetheless. The second time was when he made one for Krillin to throw at Vageta. The third was against Frieza. The fourth was against Kid Buu. The fifth was against Omega Shenron. The rest are in the movies. He used one to destroy Dr. Wheelo in 'The World's Strongest'. In 'The Tree of Might', he used two. The first one failed because the tree sucked out most of the Earth's energy. Then he made one drawing energy from the tree itself. Goku used on against Slug in 'Lord Slug'. The tenth one only depends on whether you count this as a spirit bomb or not. In 'Super Android 16', Goku couldn't make a spirit bomb as a super saiyan because that form by nature is malicious, and you have to be pure to make one. So he gathered the spirit bomb energy and released it within himself giving him a huge burst of power. It wasn't an actual ball, but he used the same technique within himself. That one is why it is either 9 or 10.

Vageta could not turn to SS3 because it is a form that couldn't be achieved by one mortal body. Goku stated after he was wished back to life that SS3 appears to be an 'other world' form because he could barely sustain the form when he was no longer dead. He achieved the form because he was capable of transforming when he was dead. So with that knowledge, he could turn while he was alive, but not for long. Gotenks could do it because he was a being made of two bodies. Goten and Trunks could not do it because they don't have full recall of what goes on in their fusion form (they were a bit confused when they first fused). My guess is that knowledge is split, so they can't do it individually. Vageta could turn into a SS4 because of the brutts wave that Bulma shot at him. Remember, you don't need to be a SS3 to go to SS4. Goku did it by being a super SS Ape first, not SS3.

The earliest fusion we see does depend on which one you count. If it's the dance, it was Gotenks. If the earrings count, it was NOT Vagetto, but the Old Kai and the witch who snatched his earring, who did not know what they could do.

I think Olibu was the strongest human. Yes, he became that strong after his death, but he was still a human from Earth. That fight between him and Pikkon was EPIC.

I would definitely said Goku's fight with Frieza was the one that gave him the most trouble. Yes, he could not beat Cell. Yes, his fight with Vageta was pretty much done after Vageta owned him as an ape. Yes, his fight with Raditz killed him. There is a lot of things with many fights that make it seem worse than ever. But that fight with Frieza was 19 episodes long. That was the longest fight in the entire series. And no matter what Goku did (even the ideas he had to pull off the top of his head), Frieza always ended up on top. Pretty much nothing worked. At least with all the fights after that, he had a back-up plan that worked. For example, he knew Gohan would beat cell. His spirit bomb idea with Buu worked. I could keep going, but you get the idea. But again....19 episodes for one fight in which the enemy was not even trying his hardest until after halfway through.
