In my opinion mega man would win, because he can use adapt to others abilites. He'd probably have some weapon that astro boy is weak to, and take him out in three shots. After all, it's how he takes out all the other robot masters.

An interesting note for this thread, the first mega man game "Rockman" was originally meant to be a game for Astro Boy, but was booted in the middle of the project. they decided to change the characters and continue the game, and thus, Mega Man was born. so essentially, if it wasn't for Astro Boy, Mega Man wouldn't exist...
