Definitely the leg. You can get a prosthetic for either one, sure. But unless you have a few million dollars, a prosthetic arm will not give you a working hand and fingers. Even the most advanced prosthetic doesn't give you near the ability with the hand that a real one has. All a leg prosthetic needs to do is make you able to walk right, which is much more manageable. 

Would you rather go to school at Hogwarts but still be a muggle?

Live in the world of Pokemon, but only be able to catch Magikarps? (Can't evolve them)
